Business Issue

ISOs and DR market participants need a tool to accurately calculate the base line load.  As an example, the new PJM load response system features a new automated baseline load calculator as part of the settlement process.  The calculator utilizes a variety of algorithms to statistically establish a ‘baseline load’ for each resource for each event day, from which a ‘load reduction’ is derived for financial settlement.  Market participants should use due diligence in selecting the most appropriate CBL algorithm for each resource during registration, and regularly review the accuracy of the predicted load reduction relative to their actual resource performance.  Participants might also want to run what-if scenarios prior to bidding/scheduling to ensure they will ultimately get credit for any reductions.
